The State Approving Agency (SAA) is contracted by the Department of Veterans Affairs (VA) to provide approval, oversight, training, and outreach to ensure programs of education are of good quality and properly administered. The SAA’s role is to ensure that veterans and other GI Bill® participants have access to a range of high-quality education and training programs at which to use their benefits. This role is accomplished through the review and approval of quality programs of education as well as through compliance surveys to determine if the programs comply with applicable statutory, regulatory, and policy provisions.

Original Approvals

All original approvals begin with a Request for an Application. Please email education@tvc.texas.gov to request the application. This form serves as a pre-screen document that allows for confirmation of minimum VA requirements, determination of the appropriate forms, and establishment of a placeholder in the State’s Facility database and tracking of the application process.

Once approved to proceed, the password to unlock the appropriate form(s) below will be sent, along with initial instructions for the next steps and the expected timeline of the review process.

  • ACCREDITED IHL or NCD
    Request the requirements for an accredited Institution of Higher Learning or Non-College Degree facility.
  • NON-ACCREDITED NCD
    Request the requirements for a non-accredited non-college degree (NCD) facility.
  • FLIGHT SCHOOL
    Request the requirements for FAA-certified flight schools.
  • ON-THE-JOB-TRAINING (OJT)
    Request the employers who offer on-the-job (OJT) training program(s).
  • APPRENTICESHIP
    Request the employers who offer apprenticeship training program(s).
  • HIGH SCHOOL
    Request the form for public and private high schools that have benefit-eligible students.
  • ALTERNATE TEACHER CERTIFICATION (ATC)
    Request the form for alternate teacher certification approvals.
  • LICENSING AND CERTIFICATION (LACAS)
    Request the form for licensing and certification approvals.
  • MEDICAL RESIDENCY SUPPLEMENT
    Request the form to accompany the applicable IHL application for medical residency and fellowship programs.
  • VA FORM 22-8794
    *Required with all original approval applications. 
     Request the VA School Certifying Official (SCO) Designation form.
  • STATEMENTS OF ASSURANCE
    *Required with all original approval applications.
      Request the State of Texas Statements of Assurance document.

Update Existing Approval

  • CHANGE OF NAME OR ADDRESS
    Request this form if you are updating school name or physical/mailing address.  A site relocation will require a compliance visit prior to approval.
  • CHANGE OF OWNERSHIP
    Request this form if you are changing ownership of an approved facility.
  • UPDATE SCO(s)
    Request this form to change or update the designated School Certifying Officials (SCOs).  An updated submission will supercede all previous forms, so you must include EVERY designated official, including past SCOs you wish to retain on the list.
  • UPDATE TUITION AND FEES – IHLs
    Request then submit this form to update the tuition and/or fee charges for an ACCREDITED IHL or NCD facility.
  • UPDATE TUITION AND FEES – NCDs
    Request then submit this form to updated the tuition and/or fee charges for a NON-ACCREDITED NCD facility.
  • UPDATE ATTENDANCE POLICY
    Request then submit this form to update the attendance policy for all facility types.
  • UPDATE REFUND POLICY
    Request then submit this form to update the refund policy for all facility types.
