Charlie C. Osborne, Jr. (Chip) is the Director of the Veteran Services Division at the Texas Veterans Commission. He oversees the Grants for Veteran Services, Veterans Employment Services, the Veterans Entrepreneur Program, and the Women Veterans Program.
Chip retired as a Colonel from the U.S. Army in September 2012, after 25 years of service from 1987 to 2012. During his military career, he served in both the active U.S. Army in Tennessee and the Texas Army National Guard as an Active Guard Reserve officer. He spent five years at the National Guard Bureau Headquarters in Washington, D.C.
In the Texas Army National Guard, Chip served under the Adjutant General as the Comptroller at the United States Property & Fiscal Office (USPFO). He also held the position of G8 (Comptroller) with the 36th Infantry Division, where he provided financial management and contract services support to Texas National Guard soldiers. Additionally, he deployed with the 36th Infantry Division to Basra, Iraq, for Operation New Dawn from 2010 to 2011, serving as the G8 Comptroller.
Chip earned a Bachelor of Arts in Sociology and Human Services from Carson-Newman University in Jefferson City, Tennessee, and a Master of Science in Human Resources and Development from National-Louis University in Chicago, Illinois.
He was also the former owner of Slab BBQ & Beer, which had two locations in Austin, Texas. Chip is a lifetime member of the National Guard Association of Texas and the National Guard Bureau Association. Furthermore, he previously served as the Post Commander of the American Legion Kerlin-Lyerly #154 in Pflugerville, Texas.
